Design and Determination of Indicators for Performance Measurement on the Basis of Good Governance Concepts with Balanced Scorecard Approach

Success is the outcome of planning. Optimal implementation of a program, in its turn, requires accurate monitoring and control. One of the main obstacles in the way of organizational success in implementation of its programs and strategies is lack of adequate, proper and timely information on the results achieved from implementation of programs. Most parts of the efforts in designing performance appraisal systems, has been focused on change and improvement in the structure and shape, and less attention has been paid to issues of content and usually the concept of efficiency and effectiveness is based as the main axis for evaluation.

Abstract
Success is the outcome of planning. Optimal implementation of a program, in its turn, requires accurate monitoring and control. One of the main obstacles in the way of organizational success in implementation of its programs and strategies is lack of adequate, proper and timely information on the results achieved from implementation of programs. Most parts of the efforts in designing performance appraisal systems, has been focused on change and improvement in the structure and shape, and less attention has been paid to issues of content and usually the concept of efficiency and effectiveness is based as the main axis for evaluation.
The present research, in terms of form has taken advantage of Balanced Scorecard (BSC) model and in terms of content has used good governance concepts in the area of organizational performance. The model presented by the United Nations Development Program (UNDP) for good governance, which includes eight components of participation, transparency, efficiency and effectiveness, justice, rule of law, responsiveness, accountability and consensus orientation, has been used in this study. By combining these two models, a matrix with four rows and eight columns has been produced. After redefinition of components of good governance in the four BSC dimensions, efforts were made to design their criteria. Given that the population under study in this research has been Tehran Municipality, for designing the criteria after studying laboratory references and former researches, eight senior municipality directors and university professors participated in in-depth and semi-structured interviews. Results of these interviews led to the designing of 95 indicators, each of which was composed of several variables, which are expressed as the ratio. These indicators, which were prepared through Delphi method in the form of a questionnaire in three areas of soundness, availability and comprehensiveness in Likert spectrum, were evaluated and scored by 16 university and 16 organizational experts. Some 57 indicators out of 95 received the required scores through success ratio testing. Success in this study was to obtain a total score of 4 or 5 in the three above-mentioned criteria. Finally, by testing a series of Mann-Witney ratings, the outstanding difference between average of total scores of indicators in the two groups of university experts and organizations experts was studied and it was realized that there was no outstanding difference and the consensus achieved thereby was real.
