Possibility of the occurrence of disasters such as earthquake in Tehran, in recent years has resulted in implementation of several plans. Management of these plans is the responsibility of the Organization for Prevention and Management of Crisis in Tehran. As it is expected in the case of the happening of a disaster, in which a proper management should be practiced for organizing relief activities, the organization is responsible for providing the necessary infrastructure in the city.

According to Tehran SAMA, construction of tens of emergency settlements in the forest parks around the city is nearing completion and would be opened soon. These settlements have been built with dual purposes and are the first of this kind in the country. The status of construction operation of these settlements as well as eight support bases for crisis management in different parts of the city, were inspected by the Organization's head.

According to the report, Azizollah Rajabzadeh, head of the Organization for Prevention and Management of Crisis in Tehran said; “In natural disasters, especially in earthquake, usually a number of citizens, especially residents of old urban textures lose their homes and would need emergency settlement accommodations. Under these circumstances, provision of a shelter which could meet basic needs of the survivors, is necessary. The plan for the long-term emergency settlement in forest parks with an aim of getting prepared for the emergency settlement together with supplying the basic needs has been put on the agenda. Such settlements under normal conditions would be used by the citizens in their leisure times.

Rajabzadeh added that providing appropriate shelter, drinking water, food, health and sanitation for the victims is the main goal behind building such facilities. “Also, the issue of increased preparedness for confrontation with the incidents and crisis-generating events and empowerment of urban spaces for rendering services under conditions when natural disasters occur are among other aims of building such settlements. In the implementation of the project four major characteristics have been considered such as "closeness to population centers "," acceleration of exploitation ","availability of infrastructural facilities ", and "settlement space”. On this basis, a number of forest parks within the city and in the suburban areas have been studied. In continuation, construction and equipping of the settlements began by considering two types of application.
